What is Samui Plus Sandbox program?

Samui Plus Sandbox is a pilot programme that allows foreign tourists who have been fully vaccinated to enter the country. Capable of travelling in the vicinity of Koh Samui, Koh Phangan, and Koh Tao to promote the economy and tourism while adhering to public health safety regulations in the midst of the COVID-19 virus pandemic. On July 15, 2021, the project was launched.

The "Samui Plus" model's genesis

The Samui Plus Sandbox Model will open up a narrow space like an island. It is practical to limit tourist regions and manage admission and departure. This includes being able to plan travel based on conditions only on the route or defined area (sealed route).

Then there was the area’s preparation. Under the circumstances, the population on all three islands, namely Koh Samui, Koh Phangan, and Koh Tao, has received at least 70% vaccination and is ready for personnel related to SOP (Standard Operating Procedures), such as boat/vehicle drivers, restaurants, tour companies, wellness businesses, hotel staff in front, SHA Plus Manager, and hotel volunteers.

It involves the construction of four command centres with provincial and district operations. Disease control and prevention measures have been put in place. Those who are permitted to enter the Kingdom are in the districts of Koh Samui, Koh Phangan, and Koh Tao.

It also includes a three-tiered incident response strategy.

-More than 20 cases of illness in the area, mild cases.

-mild to fairly severe If it is discovered to spread three connected clusters within two weeks, public health actions will be implemented in accordance with the stated requirements.

-The most serious instance is that of more than 40 tourists infected by the project in less than two weeks, and the widespread epidemic is difficult to manage in order to return to normal conditions. The project will have to be scrapped.

Eligibility of Tourists

-Foreign visitors must depart from countries/regions with a low to medium risk of COVID-19, as stated and updated on a regular basis by the Ministry of Public Health (MoPH). They must also have spent at least 21 days in the aforementioned countries/regions prior to the travel date.

-Thai individuals and foreign expatriates returning to Thailand must travel from countries/regions with a low to medium risk of COVID-19, as published and updated by the Ministry of Public Health on a regular basis (MoPH). It is not required to have spent 21 days in these countries prior to travel.

-Foreign and Thai travellers must be fully vaccinated against COVID-19 with a vaccine registered with the Ministry of Public Health (MoPH) or approved by the World Health Organization (WHO) at least 14 days before their departure date, and they must have a vaccine certificate or card to prove their vaccination.

-Unvaccinated children under the age of 18 who are travelling with fully vaccinated parents or guardians must take a COVID-19 test within 72 hours of their arrival in Thailand in place of the COVID 19 immunisation.

Do visitors require a Thai visa?

Foreigners may enter Thailand without a visa (depending on their nationality), or they must obtain the necessary visa. The following are the most prevalent types of visas:

-Exemption from Visa (for visiting Thailand for tourism purposes not longer than 45 days)

-Visa for Tourists (for visiting Thailand not longer than 60 days)

-Non-Immigrant Visa (for visiting Thailand for a variety of reasons; the visa is valid for 90 days and can be renewed in Thailand for up to one year).

You can fly to Samui on a direct international flight or via Bangkok and connect with certified sealed flights, as described below. The ticket must be provided on the same booking as an international flight in combination with such approved Bangkok-Samui-Bangkok flights for the flight via Bangkok. Flight reservations made separately will not be accepted.

Flight PG5125 takes off at 10.05 a.m. from Suvarnabhumi Airport and arrives at 11.35 a.m. at Samui Airport.

Flight PG5151 departs at 2.35 p.m. from Suvarnabhumi Airport and arrives at Samui Airport at 4.05 p.m.

Flight PG5171 departs at 5.10 p.m. from Suvarnabhumi Airport and arrives at 6.40 p.m. at Samui Airport.

The following are the unique flight schedules departing from Samui Airport:

Flight PG5126 takes off from Samui Airport at 12.15 p.m. and lands at Suvarnabhumi Airport at 1:45 p.m.

Flight PG5152 takes off from Samui Airport at 4.45 p.m. and lands at Suvarnabhumi Airport at 6:15 p.m.

Flight PG5172 departs at 7.20 p.m. from Samui Airport and arrives at Suvarnabhumi Airport at 8.50 p.m.

Despite the absence of quarantine regulations, all travellers will be required to stay in certain accommodations.

No minimum stay is required for travellers who wish to visit Samui only, but they must leave Samui (Thailand) for another country on or before the intended departure date; travellers who wish to continue the journey to other Thai destinations must stay in Samui for 14 nights before being allowed to travel to other parts of Thailand.

Only Samui Extra Plus Hotels (Days 1–7) are available on the island of Samui.

From Day 1 to Day 3, you will only be permitted to leave your hotel room in a designated location within the hotel. From Day 4 to 7, you will be able to travel to a predefined route in Samui or participate in a tour programme on the island.

SHA+ Hotels in Samui, Koh Phangan, and Koh Tao (Days 8-14)

After staying at the Samui Extra Plus hotel for 7 nights, you will be free to travel throughout Koh Samui, Koh Phangan, and Koh Tao, but you must stay at an accommodation that has a SHA+ certificate, which is provided by the Thai government for safety and health measures criteria. You must stay at a SHA Plus hotel for at least 7 nights, and the hotel(s) must be reserved in advance.

Visitors will need to secure COVID-19 Insurance that meets the requirements of the Thai authorities

Apply for a Certificate of Entry (COE).

The international traveller must apply for the COE or certificate of entry from the Thai Embassy or consulate in their home country at least 5 to 15 working days before their anticipated date of travel.

To apply for the COE, please fill out your personal information online and upload supporting documents such as a copy of your passport, a copy of your valid visa (if applicable), evidence of immunisation, and COVID-19 travel insurance. Applicants who meet the requirements will be screened and pre-approved by the Embassy. Please check back in 1-3 working days to see if your application has been processed.

If they have been pre-approved, applicants can check their status online. Applicants who received pre-approval will provide a copy of their flight ticket as well as their hotel booking confirmation for Samui Extra Plus and SHA+. Obtain COVID-19 Test

Visitors must receive a Medical Certificate with a laboratory result stating that COVID -19 is not discovered after acquiring your COE or certificate of entrance. The COVID test must be performed using the RT-PCR technique within 72 hours of departure. Some airlines do not accept home kit testing, so please check with the airline you are flying with for particular requirements.


Prepare your documents before you leave.

Before your flight, you should print and give the following documents to your airline:

-Entry Certificate (COE)

-You must have a valid visa in your passport (if needed)

-Vaccination Certificate/Record/Card

-Printed Medical Certificate containing a laboratory result confirming that COVID -19 was not discovered.  The COVID test must be performed using the RT-PCR technique within 72 hours of departure.

-Certificate of Travel Insurance COVID 19

-Samui Extra Plus and SHA+ Hotel Booking

-Confirmed Travel Itinerary

-Receipt of prepaid COVID 19 RT-PCR tests in Samui

-T8 Health Form
